If you ask me to name government hospitals that are safe for pregnant women to deliver in India, I would recommend them to join any hospital in Bihar, Rajasthan, UP & MP.
These are hospitals where C-section deliveries in government hospitals are too few unlike what one comes across the opposite in states like Telangana, J&K and Andhra Pradesh.
Data shows that C-section percentage in Bihar, UP, MP and Rajasthan in government hospitals stood at the lowest at 2.6%, 4.7%, 5.8% and 6.1% respectively. In plain terms, out of every 100 deliveries in government hospitals in Bihar, only 2.6% were surgical deliveries.
However, in contrast, government hospitals in Telangana J&K and Andhra Pradesh led in performing C-section deliveries with 40.6%, 35.1% and 25% respectively.
The private hospitals in these states also lead in C-section with J&K topping the charts with 75.5%, closely followed by Telangana with 74.9% and Andhra Pradesh at 57% respectively.
If you ask me to name the private maternity hospitals in India that has the best C-section rate, it is Rajasthan.

It is clear that there are extraneous reasons that makes government hospital doctors in Telangana, AP and J&K states to ignore WHO's guideline that calls for cesarean rate of not more than 13% to 15%.
We asked an expert - Dr Achanta Vivekanand, retired head of gynaecology and obstetrics department, Kakatiya Medical College.
1. What are the reasons for high C-section rate in government hospitals in Telangana?
The doctors in government hospitals are not prepared to spend time monitoring a normal labor. They are abusing the rights of women to have normal labor by unnecessarily going in for Caesarean section. Some government hospitals in North Telangana have 90 per cent Cs rate.
There's also the obsession for muhurat for Cs and the greed for increased billing has led to this malaise. In my opinion it’s human rights abuse of the worst kind. Long term effects of CS may include infertility, pelvic pain premature menopause and adhesion formation.
2. What are the common indications that necessitate a C-section?
It's when there is foetal distress, contracted birth canal (bony) mal position of baby, severe hypertension in pregnancy and failure to progress in labor.
3. Are there established protocols from FOGSI for performing C- section ?
No, FOGSI has not given any guidelines on this issue but a group is working on the agenda.
